Here in Alberta, it's dyed purple rather than red, andyou can use it in whatever vehicle you want as long as the vehicle is registered as a farm vehicle and you've got a farm tag on your liscence plate.
I have read they have a chemical "sniffer" that keys onto the burnt compounds formed from the combustion of the dye. This way, they can test a running diesel at a roadblock or show exit and find offenders. This is also how they can get around locked gas caps, supposedly.
