It looks like an industrial engine with an SAE housing adapter. The industrial engine mounting holes look as if they weren't painted along with the rest of the engine. If it's being represented as a brand new engine I would ask to see a bill of sale or an invoice from Cummins as proof of being new, especially at that asking price.
Ask for the engine serial number and CPL number. You can use these to determine the type of engine and its application. You should be able to do a Google search .....just type in Cummins CPL numbers.
If the engine is for automotive use it will have an EPA tag affixed to the engine. (see picture below)
If the seller is unable or unwilling to provide any of these items or tells you that they aren't needed, is probably misrepresenting the engine.
To me the Craigslist 4BT looks like an industrial engine. I don't see an EPA tag. If it turns out to be an automotive engine, it is missing a few parts like the accessory drive for power steering, the starter motor, the crossover tube, and maybe even the turbocharger. Those parts can set you back $1000+. Heck, it might not even be a 4BT (T= Turbocharged). You can get a good used complete cutout engine from a salvage yard for $3000 or less.
