Yep, among other things, the common rail system delivers several small blasts of fuel as opposed to one injection of fuel.
This greatly reduces the bang caused by the ignition of fuel. Thus quiter.

How did you make the 2003 Cummins Diesel Engine quieter?
The key is pilot (or pre-) injection using the high pressure common rail fuel system. A small amount of fuel injected before the main ‘event’ prevents the steep rise in cylinder pressure during combustion, and dramatically cuts the clatter associated with diesels. We also added a bedplate to stiffen the block for reduced vibration. And we rebalanced turbocharger components and added a silencer to quiet the turbocharger.

In the cab they're about the same but rolling down the window of my '03 there is much less clatter than when I rolled the winder down on my '01 HO. The 2nd Gen trucks have more sound insulation, for obvious reasons

Love the sound of my 2001. I like pulling up to lights with people talking on their cell phone and they have to roll up the window.

HAHAHA, I love the same thing. The other day I was at the bank drive through and the car next to me was told that they were gonna have to wait until I was gone because the teller couldnt hear a word she was saying!!!! LOVE that CTD!!!
The pilot injection does quiet them down. I couldn't drive a quiet diesel though. I love the noise and clatter that my 01 makes. It'll make even more once the BHAF and straght pipes go in.
