12V if you like working on stuff yourself, the P-pump is not terribly complicated and is capable of delivering lots of fuel if performance is your thing.

CP3 for ease of adjustability from the comfort of the driver's seat. There are lots of good electronic products out there to adjust fueling on a CR truck by now, and plenty of knowledge to help you out with any problems you'd encounter (as is the case with all 3 obviously). There are several vendors with proven aftermarket pumps too if you outgrow your OEM one. If you look hard, you can probably find a CR truck right now close to your price range, which wouldn't have been the case 6 months ago.

Can't think of much good reason to get a VP truck right now (I've had 3 of them)

I'd say get a 12v of your liking. I like the 2nd gens myself. Easy to work on, simple, and parts are cheaper than the CR's for the most part. Plus, there are actual things you can do to your truck that are free. You just won't get to have 500hp with a single mod like you can with the CR's.

Go to competitiondiesel.com, and down to the classifieds. Guy is selling a 98 12 reg cab short box 2wd, already has a good tranny, twins, yada yada, asking $10k. If I needed another truck, and it weren't thousan of miles away from me, and I had $10k to spend . . . what I'm trying to say, is I'd love to have that truck.

I think it really comes down to how much effort you want to put in wrenching on the truck. A 12V will require a lot of wrenching for a few reasons. They are old enough now that there are going to be lots of little things to fix on the vehicle like electrical gremlins, cracked dashes, rust, etc. Also, the front end is a poor design in stock form so you will need to upgrade that if it hasn't been done already. The good thing about a 12V is that it if you like engine tuning the old fashioned way, it is great for it and you can get some serious power but it will take a lot of time and effort.

The CR trucks are much more refined vehicles with better brakes and better front ends. They are much nicer to drive so if you are planning on long road trips, they are worth looking into. If you don't like busted knuckles to get more power, they are good because you can get a chip.

Different people have different priorities, you just need to define your use and goals with it well and go from there.

You can't go wrong with a 12 Valve Cummins. They have proven themselves to be one of the greatest engines of all time. If you want a lot of power, go with a 2nd gen 12 Valve, but a 1st Gen will make quite a bit if you work for it.
