They are giving suppliers till October 5 to continue to sell dyed fuel for retail.

 

It means they have extended the date that you can run red diesel to Oct 5.
This only applies if clear diesel is not available and you pay the road taxes on the red.
In most cases it's really not your concern, the pump may have red fuel with taxes added on and you won't know it unless you look at the fuel coming out the nozzle.
Save your receipts though in case you are dipped in the next few months.
