How about a Thermos-water jacket for you're SVO filter?
I think that I have reached the panacea of SVO-filter design:

You put the filter in the Thermos. Then you turn the Thermos into the water jacket.

So, does anybody know where to find some properly-sized cylindrical insulated containers?

Build it!
You seem to be creative and have time on your hands... Use some plastic, aluminum or SS containers and expanding foam to build and thermos with a water jacket built in.
I bet you could sell them if you refine the design....
I only require the usual 5% royalties... I am not greedy!
