Quite a few people have been wondering about BD availability in Va. I have finally found a distributor, Woodfin Oil, through their Watchcard network. They have B20 at two of their locations, Hamilton St. and Broad St., in Richmond, and New Market Road in Varina. The mix is B20. They say they plan to add it to other locations as demand increases.
Woodfin Watchcard is a fleet fueling system and you must have one of their cards to get fuel from their unmanned fueling stations. You can call them at 804-355-7104 to get started. They'll fax you the credit form. Fill it in, fax it back, then tell them how many cards you'll need (one per vehicle so you can track fuel mileage). They also offer off-road diesel, which requires a different card.

They are getting set up so you can use your Watchcard nationwide, with other fueling networks, so although BD may not be available you will still be able to fuel with it.
They bill you once a month (I have heard they can bill you twice a month, but have not verified it).
Now, even though they do not offer BD at every location, this might be something to fight high fuel costs anyway, as they are generally cheaper than the other pumps. Last month I paid 2.64 a gallon when the cheapest I could find it otherwise in my area was 2.79. The price does fluctuate and sometimes is higher than the other pumps (I have seen it higher by a penny once). In the long run though, you will probably save money. I can attest to this more once I have been buying through them more than the one month I have so far.
Another nice plus if that their fuel is 43 cetane, and I have a hard time finding any place else that's higher than 40. I believe I am seeing 2mpg increase in mileage, but I have not been able to back it up yet as I have not received another bill yet.
They also offer gas, if you have gassers. The gas prices, from what I understand though, fluctuate as bad as the other pumps/companies, so I can't say if it will save you money over time, and I obviously don't know exactly how the prices compare to the other pumps.
At this point I do drive a little out of my way, 8 miles, to get the BD in my tank. It's worth it.
