Only 2200 rpm on test stand

My 05 Cr on the stand will only turn 2200 rpm according to my Edge,it doesn't have the auto bolted to it or the alternator doesn't have a belt around it and I don't have a mass air flow sensor or up pipe.Has anyone else seen this or knows what will cause it to be in limp mode,Iwould like to
hear
it rev to 3800 or so before the transplant to the F350 which is puking antifreeze on the hills now .

well the torque converter will give the engine more rotating mass to rev up higher. but i mean without the tranny, alternator and imsure other sensors not plugged in it would deffininlty throw it into limp mode.
