Ok, I'm already upset (being nice here) about having to smog check this truck. It is Brand new, 50 State Emission legal. I bought it at Dave Smith in ID and drove it to the People's Republic of Kalifornia, where I live, and tried to get it registered. Needs a smog check. Brand Spanking New, registered nowhere, but since it was purchased out of state, here is your punishment.
Smog place hooked up to the truck on a pre-check and said it won't pass smog because all the sensors are not registering yet, that I needed to drive it around a little. I explained I have had the truck a few weeks and have over 2,000 miles on it already, not one straight shot, but driving daily. He said to take it back to Dodge to have them figure what's going on.
Anybody have any ideas other that to leave KA? Already tried that and we are back again.

In '06 my Dave Smith truck had to have a Ca certification sticker on it even though all trucks even back then were 50 state legal.
Get DS involved.
It'll need a weight cert from a public scale also.

DS was on top of it when I made the purchase and there is no question about the sticker. There was documentation from DS I read after that does say a smog and weight were going to be required as well as a VIN verification. What isn't working is the smog equipment on the truck and I was curious if anyone else has run into the issue. Everything else about KA was a rant.
That's BS, try a different emissions place?
If the tailpipe is clean, the emissions be working!
Do they even sniff test the exhaust, or just plug it in?

Funny story, wife mistakenly thought the truck needed emissions to license it here in WA when we moved here 4 years ago. Took it in, they did the tailpipe test. Told her to rev it up. SHe didn't know I had it set on Crazy Larry tune. Blacked out the emissions shop! Oops!

Trip to the Dealer
So, I went to the Dealer and spoke with the Service Mgr who also talked to a tech. He said the truck needs to be driven in order for the sensors to register. he said up to 500 miles, 55-65 MPH, and don't let the fuel gauge go below 1/4 or disconnect the batteries, or it will start all over.
OK, I have a habit of using 99% of the available fuel in the tank before refueling so I only let it go below 1/4 tank every tank. I can refuel earlier, so I will. The 2,100 miles I already have on the truck were mostly highway miles, maybe 85 - 90%, and very little idling. About 500 miles of that was pulling the Fox.
So, I now have two road trips scheduled for this weekend that total around 500 miles. I have a friend that has an OBDII reader that does the precheck to see if all the sensors are active or registered. I used it when I bought a little ricer and had engine work done on it. I ran into the same issue of not being able to smog it till the sensors registered. On that one, I had to drive 3 times (from cold engine) till the car came up to temp, varied speeds for about 25-50 miles each time. Then the sensors registered, and I could smog it.
So, the 30 day permit I received from DS is up Monday. All my CA fees are paid (in fact, overpaid due to their error so they will send me a refund check) but they won't give me plates till I get a smog, which I can get after the sensors register, which I can hopefully get to register by driving before the permit runs out. If the permit runs out, and the sensors don't register, I'll have to go back to the DMV a 3rd time and ask for a 30 day permit so I can put miles on this BSN truck.

I have same problem
I bought a 2015 Ram 3500 Cummins from Dave Smith about 3 months ago and have put approx. 2,700 miles on it. The boost system monitor and the NOx Aftertreatment System Monitor still have not set. I'm about ready to pull my hair out! Just wondering if you ever got yours to pass the emissions and if so would you mind telling me how to do it. Thanks!

The last 3 trucks we sold had same issue and took up to 1000 miles before monitors ran. In order for monitor to run needs to see 4 complete REGENS that could take some time.
Fixed! (Sort of)
I ended up at the DMV again and was issued another temporary permit but was told it was the last one they would issue. I drove it a lot for the next week or so and the code had not cleared yet. So, my intention was to go back to the smog shop and have it tested, fail, and give me the report in writing so I could give it to the dealer to fix.
I told the older mechanic to not bother pre-testing and just test, fail and give me the written report because the Heated O2 circuit hadn't yet set. He looked at me funny and went and tested it, came back and said it passed. I said it was a big coincidence the circuit set driving from home to the shop. He said this truck doesn't have a Heated O2 sensor circuit and doesn't know why that code sets. Well, I guess saying "code set" isn't accurate. There were never any codes set. It was during the pre-test that shows what circuits are "Ready" where the Heated O2 showed up not ready, and still does to this day. It was the younger mechanic that did the pre-test and said it would fail because of it.
I'm far from being an emissions expert, but I did pass, I now have license plates. I now enjoy driving the truck when "I" want to, and as much (or little) as I want to.
I don't know if that is any help to you or not. Did you actually fail a smog test or just a pre-test?

No, we have not got this fixed yet. Have failed both pre test and smog. Trying to get some dealer plates or longer extension so we can keep driving. Chrysler just keeps telling me we need to drive it more. It seems like the 2700 miles we have would be enough...
