Coolant leak and sound of rushing air?

Coolant leak and sound of rushing air?

2017 Ram 3500 with 160k miles.

First, how do I find out if this is part of a water pump recall I heard about? I'm expecting it isn't, but I should make sure.

I noticed a loud sound of rushing air while driving, related to RPM. According to the gauges, turbo boost and exhaust braking power appeared to be normal, and performance seemed unaffected. The engine noise behind the new air rushing noise seemed normal. But there was a good stream of coolant pouring down from the engine. I took off and inspected the lower radiator hoses. I reinstalled them, and filled with water. Even with engine off, there is a steady drip of coolant leaking from somewhere. I can see wetness around the top of the water pump. The serpentine belt is undamaged.

I'm handy, and CAN do most repairs, but I'm a busy electrician and HVAC guy. I really don't have time for this, so any recommendations for a reliable, trustworthy mechanic for this issue in the Las Vegas, NV, area, are also welcome.
