A speed limiter is not the answer. If the petroNazis want to keep the speed down it should have been done with a pedal shaker, like the warning device used on commercial airliners that shakes the control yoke to warn of a stall, or other imminently disastrous condition. Annoying the driver to slow down is one thing; shackling him is another.
