Steering Wheel
Alignment shop...
Alignment shop if you want to spend money, or twist the drag link yourself if you're cheap.
This is part of the steering gear...so if you don't know what you are doing, spend the money. I'd rather you were a few bucks poorer, but safer running down the road. Otherwise, it should be a slight adjustment on the drag link.
If you adjust the wrong part (tie rod), you could affect the alignment which would affect the handling and tire wear.

A quick lesson. Park truck so it is going streight, don't wory about the stearing wheel, you want the wheels streight. Make sure the wheel is not locked. With a 15mm wrench loosen the two nuts on the bar that goes from the pittman arm to the tie rod. Not the one that goes across to connect the front wheels. Rotate that threaded sleve, might need some WD. Remember the dirrection you twisted it, about one turn should see some movement on the wheel. If it's going in the wrong dirrection twist the sleve the other way. You might need to adjust it a few times to get it exact. Check it with a short drive. This adjustment will not affect the allignment. If it is off more than 90 deg I would have it done by a shop as something else might be wrong. If the tires are wearing uneven, cupping then it's shop time. If after setting the wheel streight it pulls to one side, it's shop time. Having a Jeep I have gotten pretty good at this. After you're all done have someone move the wheel back and forth, look for stuff that looks loose, awww heck, just take the thing in and have it done, good luck.
Take it to a shop. Turning the drag link may get your steering wheel "centered" but it does nothing for your caster/camber. It only controls your toe. A shop will use a machine that will get all of it within certain specs.
If you have a Firestone Complete care they offer a lifetime alignment for like 130 dollars. That way if you make any front end changes, or hit a rut really hard and knock your alignment off, you don't have to worry about forking out the 70 bucks each time to get it redone.
