fast idle
yeah, I thought the manuals you had to do something to pin 21 or something. I know nothing about it, but definately someone will chime in. everyday I wish I had high idle. ohhh well.
did a quick search:
"If your truck is a manual, in addition to enabling it on the scanner, you'd have to get a clutch switch installed at the dealer for >$350, or ground out pin #22 on the ECM for <$20 with a part from Cummins. Your choice."
that was in reference to an 07. I would assume yours is somewhat similar.

Yet another misinformed dealer. No wonder why Chrysler is closing dealerships across the country.
There is a fast idle feature, and like others already said it just needs to be activated by the dealer, and either a clutch switch installed or pin 22 needs to be grounded.

1,000rpm, and if you have the high idle feature, you can bump it in incriments of 100 up to 1,500rpms.

I should make that more clear. the engine automaticly bumps the idle up to 1,000rpms at a certain temp (I am unclear as to which one) if you have the high idle, you can use your cruise control buttons to adjust the idle up to 1500. if you dont have the high idle, the engine bumps it up, then when its warmed up enough, it drops it back down. this is when the wooden dowl and electric seats come in handy.

Have them activate the same "PTO Idle Up" feature as in the Auto, and you can ground the wire. I have come across this in my searches, although I have an auto I do remember the posts on activating the manual.
Here's the starscan procedure - print it and give it to the tech:
Enable PTO Idle Up "Manual High Idle"
starscan main menu > ECU view > pcm > misc. functions > idle up feature enable > start > next > next > enable > next > finish

yeah, i was going to point you in that direction. i have posted too many times on this subject. but again as i state in that thread just ground that wire and your good to go after the dealer enables it. the wire isn't the pin #22 mod. it's just grounding the clutch safety switch wire on the firewall. you can read my instructions on the thread listed above. seeing as how the truck has have the parking brake set to enable the high idle, i think the safety switch is overkill (dc lawyers i'm sure). if you release the parking brake, turn off cruise control, or touch the brake pedal, the high idle disengages. oh yeah, my way is FREE!

I pulled the harness loose, the one just to the left of the clutch pedal, and can not find any green wires. Am I in the right spot?
