I had to change the fuel filter due to a no start issue. The mysterious dash whistle has disappeared. This is the first filter change since the whistle began. Hopefully it does not come back. I will post if it does. be gone!

01/20/09: It's back. Don't run out and change your fuel filters. The search for the cause goes on.

Well I just swapped out the the exhaust manifold/turbo and entire exhaust and now the whistle is worse than ever!
I just can't understand how its related to anything under the dash but thats where the sound is comeing from (pass side)
It sounds like the whistling sound a balloon makes when the air is let out slowly. It only does it when I hit the throttle hard and it ends as soon as I lift. Anyone else have any ideas?

Although it's not probably not related I once had a annoying high pitched whistling noise that sounded like it came from where the windshield met the dash. The noise only occurred during the winter. It turns out it was my mopar winter front combined with the bug deflector that caused the whistling. When I removed one or the other the whistling went away.

Thanks for the tip Carl, doesn't seem like my problem since I don't have either a bug deflector or winter front but the I appreciate the info all the same.

i have a whistle that sounds like that but mine seems to be coming from the a/c vents but when i turn the fan on it goes away. if the fan is off the whistle gets louder the faster i go. i took it to dodge and the idiot mechanics were trying to tell me it was the turbo whistle

Well just wanted to update ya all, I have only drove it once now but I think I figured it out.
Since it got more pronounced and often with the mods and boost increases I knew it was something in the intake/boost system.
I noticed my filter minder was pulled down a little way every time I opened the hood so I Swiss cheesed the air box and cleaned the AFE.
I will know more after tomorrow but it seems the little filter minder was the culprit?
