are these factory or dealer installed? if dealer, does anyone have problems with rust right there?

 

They can be either factory installed, or dealer installed. New rigs on the lot would likely have been installed at the factory. THey will also do them for you if you want to add them.
Not sure about the rust - mine doesnt hav ethem.

 

If you get a 3500 DRW they are standard by law
