Can I reinstall rusted factory running board brackets

I want to re-install running boards on my 2003 Ram 2500 Quad HD. The factory bolts and nuts and eight brackets (four on each side) are heavily corroded and the bolt heads are not accessible because they are blocked by the body panel.

Is my only option to go with a frame mounted running board system?

Suggestions are much appreciated?

I put a factory tube step on my 03 when I had it. It used bolts that had an oval shape piece of steel attached to the head. They slipped into the hole in the body w/o needing access to the head. Easy to uninstall and reinstall.

Not sure if yours is like this, or not.
