Bed Rust

I'm curious if dodge has fixed the surface rust problems in the newer dodge trucks such as the 06 / 07 models. I have an 03 that has both sides of the wheel wells with bubbles. I have an opertunity to buy an 07 bed but do not want to see the same problem occurring in a few years as I would have to paint this bed also.

had my rust cut out/glass beaded away and metal sealed... then installed power wagon flares... cheaper then a replacement bed and paint job...
