Has the Duramax block been factory configured for 425 horsepower?

My neighbor has one that is about 2yrs old also. But wont come out and play because he thinks I've got heat under my hood. 
He has installed a exhaust, drop-in and chip programmer. Even when I was bone stock he would'nt line up. Get this, the kids came back from the movies about a week ago with his kids and they spoke of his dad playing around with a hemi Quad cab at a light that smoked him something terrible. I asked him what gives with lining up with a hemi and not my CTD, all he could say was MAN...........DONT EVEN GO THERE............
