smarty says vin locked

smarty says vin locked
my truck was stolen and i was running my smarty in it but lucky i had my smarty in the box at home i tried to down load a new program in it so i can put it in my new truck but still says vin locked what now

You're going to have to call Bob Wagner and ask him to send you a special download to get it unlocked. Be polite, Bob is a great guy.
