Shimmer in the Idle

Shimmer in the Idle
Since I blew up my stock turbo in my 2003CR, I replaced the head with a 2007, 0-ringed it, cam, springs, pushrods, studs, Htt turbo, Technicooler, New stg I cp3.
Before I blew up the turbo I had my airdog, 75hp injectors, and Smarty.
I have had the valves adjusted twice, and once at cummins just to be sure. But the shimmer in the idle wont go away. Its espically aparrent at 1000 rpm it really shakes things.
What do you think it could be? And I have really high EGTs.
There was not a rough idle before this happened.

I have both fuel pressure, and rail pressure. The airdog I have is noisy but the truck seems to return alot of fuel so I guess its doing its job...
Rail pressure will ramp up fast, stay high and doesnt drop.
If the truck is in neurtal, and I give the throttle a quick hard rev, when the RPM's come back to settle @ idle, the rail will drain and the truck will miss a couple of times and then quickly regain pressure. ( drops below 3000 on the guage, then jumps back to 5000)
But it did this since I replaced the injectors but it never had the rough idle untill now.
