I am still battling the EGTs. I can get 1600+ just standing on it, the only thing that cools it is when the clutch finally gives in.
My question is: If I were to change to a 23cm2 on the 3B will it cool better by spooling faster or make more heat because of more restriction? I am currently running a 26 cm2 that starts to light at about 1600 rpm and is fully lit by 2500 rpm. I get 32 psi in the cold pipe and 70 psi at the intake.

Wow, you are pushing a lot of air already!! I would hazard a guess that you are probably max or very close to it in drive pressures. I would not go the 23cmEH route. That would spool the bottom a little faster and give more mid range, but you will lose it in the upper range with the higher drive pressures. you just might be exceeding the capability of that set of twins. For a "quicker" solution, since you already have water and an intake, have you thought about an aftermarket intercooler? You are making the kind of power to justify it. You'll get more air, and cooler air at the same boost level and should drop egts by a good 200* I would think.

I bet the war department (wife) will be all for it.

As powerful as the tune sounds, this may create some drive pressure problems on the secondary turbos, especially those with one internal wastegate. Especially on the front 3 cylinders that are not wategated and still having to pump through the turbine and EH. I think those folks that have enlarged twin wastegates, like those found on HTT 62/13ss series, will have a definite flow advantage...and the twin setups that use the stock turbo on top will have the greatest disadvantage.
Any thoughts out there? c'mon, I know you guys love to bicker!

I don't really see it as that big a deal. The overall power of the new tune probably won't be much more than the current #9 stacked with a pressure box. The stocker-based twin setups have no problem keeping up with that stack.
