If the stud is turning you can cut the flange off on the back side and pull it on through, or punch it on through, maybe. But I bet the threads are stripped and the nut is just turning and the stud is not. In that case, splitting the nut is an option. Try cutting it with a dremel as far as you can on both sides, then get a sharp chisel and see if you can split it off. Or, best of all, take a hole saw that just fits over the stud and cut a bigger hole in the nut. The nut will then slide right off and allow you to remove the wheel. Then cut the stud off near the flange and drive it out.

NEVER start nuts with an impact wrench. Whenever I see someone do that it makes me cringe and I know they don't care, or just don't get it. Way to careless and ignorant. Did I mention not to do that? And remember, don't do that!

I think the first step of any procedure you attempt requires you first your buddy

You wanna know the special tool for stud replacement?

You guessed it, a sledge hammer. Pretty simple, but I also consider putting on lug nuts simple too.

How can he use a sledge hammer or die grinder with the wheel still on?

i would center punch and drillout the studs w/ the nuts stuck on them. The guys also forgot to include bend over when you go to the dodge dealer to buy new studs.

Didn't you mean have his buddy bend over?
1. At the dodge dealer to replace the studs
2. To do all this exciting extra work for being a ****
3. ....

STATUS UPDATE

Well, we managed to get a cutting wheel behind the wheel and cut off the two studs. Got replacement studs at Autozone, replaced the ones that needed to be, and now we're back to square one. Thanks to those who had advise!

Hope you remembered to cut off your buddy too:
