It does drain to "0" with the stock configuration. Not sure with the rail cap, but I assume it would still drain down so you can open the system without killing yourself. AFAIK there's no real way to bleed the high pressure side of the system.
Rail pressure will bleed off thru the rail return system when the truck is shut off. The rail cap is on the pressure relief valve and has no effect on the bleed off, only there to limit the max pressure.
