Why do the chassis get less HP? CA emmissions?

Why do the chassis get less HP? CA emmissions?
I noticed that one of the 'options' on my new chassis quad cab 4x4 is the CA emissions which from what I gather is on most 6.7? The CA setup isn't on the sticker but is on the invoice. Does it have the same power specs? And why do chassis cabs have lower power ratings?

I don't know what CA emissions means but all 6.7 equipped trucks meet federal emission standards and are 50 state legal. They detune the CC so they'll last longer because the people who buy CC buy them for work not play. They also detune the G56 equipped 3/4 and 1 ton trucks for whatever reason.
