Sticky throttle

Anyone have any ideas where to check a friend of mine has a 2004 3500 automatic, and the pedal itself is not hanging up, but the rpm says up for a second or two after you release it, very unnerving to say the least

Might check the throttle control switch. Sounds like the beginning symptoms of it failing.

what does he have on the truck in the way of mods? if there is a device that raises rail pressure, it is very common for rail pressure to take a little bit of time to come back down. if there is a pressure box or programmer that raises rail pressure, its gonna be normal.

There is a box on it (prediator, I think), I guess he could unhook it and try it with and without, to see what happens
