P 0128, not warming up?

My truck started having the CEL on and this is the only code I got. After a little search I found someone say that it meant the engine was not warming up quick enough or enough at all, but I didn't find any real reference that said that.

We did have a little cold snap, first of the year, where it was -30 for a few days, back to like -teens, so I would not be surprised if that's the case. I have some cardboard in between radiator and intercooler, and plug it in, but at these temps the coolant stays at like 30 deg even after being in all night. And even at highway speed just doesn't quite warm up. Short of buying the oem front, maybe it blocks air a lot better, or towing everywhere how else can I get here to warm up?

I know using high idle and EB is an option, but don't want to have to let it warm up for 15min every morning.

Thanks guys
