No Power, then seconds later full power

Need Help!!!

I was driving my truck when I stomped on the pedal to accelerate and had nothing, then a few seconds later I had power and it was normal. If I step on the accelerator and accelerate slowly everything is fine. A month ago I removed and cleaned the EGR Cooler/valve and CCV. I Checked under the hood and I have some black soot over the Trans dipstick and the side of the cooler by the Air filter tube. No trouble codes and nothing else appears wrong.

I watched the RPM gauge at 1,000 I stomped on the pedal and nothing unit about 2,000 RPM's it took off. It sounds like the exhaust brake is on but its not.

Hope I can get some help so I can get it fixed before I go back to work.....

Thank you for any input.

Exhaust leak. No boost, no fuel added.

Replaced the fuel filter and that fixed the issue. Full power no lag, drove on freeway for about an hour and no issues accelerated fine.

Thank you hekroh.......
