6.7 boost numbers

Just doing some testing (smarty ME set to stock power) and when running empty and I floor it in say 3rd or 4th, the boost will jump to 32 psi and then drop back to a sustained 22 or 23psi according to the Edge Insight. Is that normal? I thought 28 sustained was "normal". Keep in mind that is running empty, when towing it seems to have a more sustained, higher boost. I use the engine brake every time I run the truck so I don't think the vanes are sticking. Any suggestions?
