White spots on fuel filter

The fuel filter I pulled out this time was dark gray speckled with a bunch of white spots. The last one I changed out was only a dark gray.

Something to be concerned about? Water Spots?

I changed my filter this weekend. Almost jet black in color. Only the tips of the element was white.
