Where is the governer?

Where is the governer?
I have had my truck up to 3300rpm looking for the governer and so far haven't found it? I didn't want to go passed that because of valve float but shouldn't it have stopped after 3000 rpm?

I thought redline was 3200 RPM.

The numbers turn red on the tach at 3200, but the computer doesn't start to cut fuel until 3500.

Isn't that seriously close to the 3900rpm valve float?
