What RPM is safe?

A buddy of mine has twin ISB's in his ocen boat. They are 2006 engines fully computer controlled CR engines.
He runs them at 3500 RPM for hours at a time. He has like 3400 hours on them.
The computer limits them to 3500 rpm (Could be 3400 who knows).
I realize they are marine and have some differences but he has already replaced injectors for the same BS we all go through. Hard start, excessive blue smoke, etc.
