weird electronic 4x4 problem

weird electronic 4x4 problem
i have a 07 5.9 with 6sp manual trans and the electronic shift 4x4
the problem i have is when i turn the dial to the 4 lock nothing happens, no light comes on flashing nor does it engage BUT when i turn to the 4lo it works fine.
i think it might be the dial module, ive taken it out cleaned it and still it doesnt work. ive checked the fuses, done the cluster light check and the 4hi light works.
it doesnt seem like it would be the transfer case because the 4lo works.
any ideas or anyone else have this problem??
