I'll bite. Possibly emulsafied oil and water. I would put a hose in the fuel tank and pull a sample from the bottom of the tank.
Can't tell by the pictures if what your holding is solid or jelly like. I originally though it was to light in color for algie based on what I've seen in the past. It could be though.

Bad Bio-diesel? YES it is bad processing. the cutting agent to remove the inpurities in the first stage was able to pass by, Thank god that I use 2 micron filters. The cutting agent in like light powered and it was manufactured wrong and then because it is under such force during proccessing it was able to pass the 5 micron filters. Now there running 1 micro absolute at the pump as well as stepping down from start to end. So I'll be getting some free fuel for a tick.
