Sediment in the bottom of fuel filter canister?
Another friend of mine with 135k on his 05 said his had a big layer of that asphalt looking crud that was very hard.Said he tried chipping some out and said to heck with it and put another filter in.

The sediment found in the canister is likely algae. It looks like black mud.
Probably a good Idea to run a treatment through the system and see if it goes away.

Honestly, in my 20 years of owning my 6.7 cummins, I've never done much more than dump the fuel out of the bottom of the canister, throw a new element in, lube the oring and put it all back together. Never had any luck cleaning out any of the sediment. Too many little slots and all that in that canister. My guess is they didnthat on purpose to catch the crap, because you can't just simply stick a clean rag inside it and wipe it out.
