radiator fan not operating
I assume that you replaced the fan clutch and not just the fan.
As cold as it is the clutch will not engage until the engine temps start to get hot. You can turn the A/C on and the fan should engage at speeds below 25. Make sure the A/C compressor engages.
Don't know how the check if it is not getting the electrical signal needed to engage.
