No E-brake for Calif. '03's

I called my local Dodge dealer today to get a price on a E-Brake. They informed me I was lucky I had an '02 because California emissions won't allow the installation of the Jacobs Exhaust Brake on the '03 models. Have any of you Californian's heard about this? Do you concur?

BTW, they quoted me a price of $1130.00 installed...ouch!

I was just thinking about the no exhaust brake on California models. If that is true a one ton dually with 4.10 gears would be limited to a 10,000 lb trailer, since Dodge say's you need an exhaust brake to pull over 10,000 lbs and not void the warranty.
That would make Ford and Chevy the only choice if you wanted to pull a 10,000 lb+ trailer, and not worry about warranty issues.
