new smog rules in california?
hello,
so i receive this notice in the mail from the california air resources board stating it is working on a statewide regulation to regulate diesels in california. this is including all diesel on road and off road i.e. heavy equipment etc.
phase in starting in december 2010 and would require the installation of "exhaust retrofit devices."
anyone know anything about this? seems to be california specific.

Well, so far (from what we have recieved) there are new regulations for all "on-Road" medium, big trucks and "in-use Off-Road" diesel vehicles, i.e. tractors, loaders, dozers, scrappers, back-hoes, etc. But in-place diesel's such as generators will not be effected.
For "on-road" med and larger trucks (14,000 lbs and larger), by Dec 2009, pre-1994 trucks must meet the same emission standard as 2004 truck. Then by Dec 2010, 1994 - 1997 must comply. Then by Dec 2011, 1998 -1999 must comply. Then Dec 2012, 2000 to 2002 must comply. And so on. Older trucks can be made to comply by retrofitting with certain kits, which will cost up towards $20,000.
As for for the "In-use Off-road" vehicles, all engines of tractors, loaders, and such, with a maximum power of 25 hp or greater are subject to the new regulations and must comply by 2010. Of course regulations will allow for Large, Medium and Small fleets, which is determined by total fleet horsepower and of course yearly hours usage. These vehicles also can be retrofitted with the proper kits.

That ought to be fun, how can we afford to retrofit a truck with equipment it was never designed to use? You are right though, if Cali does it the others will follow, can't wait.

Well, it'll mean that only computer fuel managed trucks will be able to be retrofitted. And it'll also mean a lot of trucks will be sold to people in other states and mexico, and a lot of NEW trucks will be bought here in Cali. It'll really hit all the independents hard. Fleets like the one I work for are already pretty much in line with what'll happen. And it really won't effect our operations.

Wow I just paid my renewal fees of $527 to DMV. I did a quick search, and yes, starting in 2010 diesel-powered vehicles manufactured after the 1997 model-year that have a gross vehicle weight rating of less than 8,501 pounds to be in the biennial smog check program. Just checked my door sticker and my GVWR is 9,900 pounds. So, bomb away boys and girls if you care too.
it is only for commercial use trucks only, avg. cost right now for level 3 retrofit aftertreatment system is just over 20,000 installed, most popular system being used now is the Cleaire Longview and Horizon system. the Horizon system can be used back to older equipment such as the Cummins 855. the Longview works for 1994 and up trucks. right now there is grant money available for fleet and owner to take advantage in helping cost. those that wait til the end will not have any help. Here is the other thing , truckers from out of state will have to have these system on the vehicle to do business in CA. No emission compliance No entry to the state. these ruling are already starting to appear in NY, Conn., WA , and other states.

OH yeah this will go thru, this is just a formality, there is already over 6000 installs in CA in just retrofit aftertreatment systems already.

my brother-in-law closed down his tree business and moved out of california due to the out of control regulation and legislation of small business' in the state. arnold claims the state is in a fiscal state of emergency, yet they continue to chase tax paying business' away with rediculous laws and rules (like requiring home depot to provide shelter and refreshments to illegals who congregate in their parking lots). btw- i noticed that the wealthy elite managed to get their classic car collections exempt from any emmissions retro-fit legislation.
