Is my charging system high at around 15 volts?

First thing to check is the positive cable from the passenger side battery to the drivers side battery. If the connector is lose on one of them, then you will over charge your passenger side battery and have issues. Check this out.

Hmm yeah I'll check that. When I think about it this problem started about 1000 miles after getting my ac compressor replaced so maybe the mechanic hit or didn't connect something right.

Is there a junction somewhere or is it a solid cable over to the drivers side?

Solid red cable with plastic wire loom most of the way. Can't miss it.
