More Fueling Issues ?

Need some help please, at about 30k miles noted P0191 code when playing with key 3x trick, not having any real problem. Dealer (now defunct) said code was "meaningless", checked fuel volume rate at my insistence, said OK. Code still displayed now at about 82k miles. Had no other problems until about 70k, NO acceleration (reasonable) from stop @ engine start very infrequently (30x?)-feels like pedal is "disconnected", hit it once once or twice and off we go. No other probs. Finally replaced stock filter mount pump (used NAPA, same as stock) @80k to reduce chance of stranding. Have now gotten same symptom 4x in 2k.
Noted no connection to fuel filter age/condition; where fuel bought; tank level (never below 1/3-1/2 full, often totally full; or pedal adjust position/motion. Runs good, no acceleration probs on road even right after this glitch.
Questions: 1. Is failure to take off from a standing stop after engine start "dead pedal"? 2.Is there an APPS/TPS learn procedure for this? 3. Would DC in-tank pump unit solve problem? 4. Is error code relevant? 5. Any yeas/nays on Holley Blue pump? 6. Other ideas?
I'm not seeking high performance, just turn key and go reliability.

The fuel pressure sensor reading at key on does not match the expected fuel pressure reading at key on.
Possible Causes
OTHER DTC'S PRESENT
FUEL RAIL PRESSURE SENSOR
FUEL SYSTEM TAMPERING
INTERMITTENT CONDITION
Using the scan tool, monitor the actual fuel pressure reading while the key is on and engine is not running.

Is the actual fuel pressure reading greater than 870 psi? Yes, Replace the Fuel rail pressure sensor
Also: Do you brake with your left foot? If you have your foot on brake and accelerate at same time ecm will shut down throttle input. Safety reason in case of stuck accelerator
No throttle response?

This may-be a normal condition if the customer is applying throttle when the engine is started. If the system identifies throttle input when started and the throttle is not released to 0% the throttle will not respond until it identifies 0% of throttle, if the unit is placed in gear and the throttle depressed on start up it can take up to 1 minute to have throttle response even if throttle is at 0%. If the unit is in park and the throttle is at 0% it will give response within three seconds of 0% throttle when seen. Let customer know do not apply throttle at all when starting the engine.

BigIron70, thanks for quick reply. The DTC question is now better understood.
Somewhat confused by accel. info. does it apply to manual gearbox? Left foot is holding clutch in to crank, no accel. input as truck always starts very fast, after start at acceleration just as clutch engaging is when problem happens, usually in first/second but a couple times in neutral. Very random, (further from home-greater the sinking feeling). Apparently pump wasn't fix?- any other ideas? Thanks again.
