03 3500 2wd 300k best truck I've ever had, but does a strange thing, will not start if under 70 degrees,unless it is plugged in,after it's started it will run fine and restart rest of day even if cold, have checked preheater works fine, recently replaced lift pump changed nothing

 

Could be a few things. Injectors, rail pressure relief valve, rail pressure sensor, rings...
