Angry Idle problems

I have a 2005 Dodge 2500. It has a problem with the idle when in gear and stopped. when the truck in moving it will idle fine, but when I come to a stop the idle goes up to about 2000 rpm. This happens both in drive and reverse. I have replaced the FCA, FRPS and the APPS with no change. Has any one else had this problem or knows a fix? It would be greatly appreciated.

Manual Tranny? Automatic? If auto, does it seem like the Torque converter is locking up and like the truck doesn't want to stay stopped?

It is an Automatic and it does seem like the converter is locking up.
