You drain the filter housing to remove water and other contaminents in the bottom of the housing. You can then refill the canister from a can of diesel fuel you have on hand or you can bump the starter a few times with the cover off to get some fuel in the housing, or after replacing the cover and filter bump the starter to get some short runs of the fuel pump to fill the canister. Make sure to remove and replace the o-ring on the filter lid with the included new 0-ring.
Anyplace is better to get a filter than the dealer. Paid over 40 bucks and left it sittin on the shelf in the garage when i found out they only gave me a 10 micron. Ordered 7 micron from Geno's for WAY cheaper.
