Fuel control actuator, how to tell if the part is good or bad

So my truck is a 2007 Dodge ram 3500 5.9L.
Last year my fuel injector pump **** the bed, and ever since I've replaced it, when I first start it up it surges and bogs down for a couple seconds and back to normal but it does it like 5 times at least every time. I'm thinking it's the fuel control actuator. So I was thinking I can swap it with my old actuator from my old pump but I don't know how to tell if the old one is bad or not.

start the truck and unplug it, if there is no difference in the way the motor runs then it is bad. truck runs horrible when unplugged, don't leave it unplugged for very long.

Mine was sticking but only produced a loping idle. No issues in performance.
This solved it. One qt of Supertek synthetic 2-stroke oil from Walmart. Maybe $8.00 or so.
