flashing check engine light.

With key in ignition, just before toggle to start, check engine light comes on as it should. It is solid for 15 seconds and then flashes for 5 seconds then goes solid again until truck is started. Been doing this for months now. States in owner's manual that "vehicle is not ready for emissions testing." Does anyone know what this means? Are there any other trucks doing the same thing? A few dealers and Chrysler are telling me nothing can be done to change. Truck was reflashed today to erase a code that was stored. Reflash had no effect on flashing engine light.
Thanks...Rick

Code did not come up with scan tool, but was stored in instrument panel. Dealer could not erase it. Computer was reflashed due to new TSB in order to show transmission codes with scanner. I was under impression that flashing engine light before start would also be fixed with reflash. Anyone with flashing engine light before start?
Thanks...Rick
