Changed fuel filter canister. Turn the key on (on, not start) and listen for the FP hum bumbed 3 times and then started then die. Pulled fuel filter and canister had no fuel. I think pump is gone bad

My 05 does the same thing.
I changed the pump to a fass and it didn't effect it.
My rail pressure will drop with a good load to 9,000 then when I lift the throttle it jumps back up and runs good.
All sensors, lift pump, and injector tips have been changed with no changes.

I do need to check running lift pressures but it is odd there was no changes.

Could it be the CP3?
