Erratic Idle at cold Start

Erratic Idle at cold Start
Has anyone esle noticed the idle fluctuating by a couple of hundred rpm on a cold start up say below 28 deg. F. It is an 04 six speed and does this until warm or I push the clutch in.

I would assume it's the grid heaters cycling...
