Think of it this way. Rail pressure 23k psi at WOT and you get out of the throttle, That pressure has to go somewhere, and it's through the injectors. Can't shut off the injectors with that kind of pressure, unless you want to replace pressure relief valves every other day. Imagine what the pressure spike would be.
