Obviously DC was quite proud that they were able to meet all 50 State emissions certifications , during the introduction of the CTD 600 model year 04.5, as worded in the below PDf link.
Therefore from 04.5 and on, ALL those with the Cummins Diesel engine option 600/610 were a 50 State truck emissions wise, and therefore should not have any problem meeting California's 50 state emission requirements per the language on the CA DMV website above. Note that the CA DMV makes no mention in the wording of having to have a California sticker, that the vehicle has to only meet or be exempt from the 50 State emissions requirement.

Per CARB , there are no Cummins 5.9L equiped Dodges listed that were given an Executive Order for 2005, unlike 2004 and 2006. What that exactly means as far as California is concerned, I'm not sure. However, unless the Air Resources Board approves of it, according to them, it isn't allowed to be offered for sale in CA as a new vehicle.
But, with that said, does that mean there were NO 05s with CTD engines for sale in CA last year? That sure would be hard to believe.

I live in California (not for much longer I hope) and bought my 04.5 in Idaho. After driving it home I went to DMV and plunked down many hundreds of dollars to cover sales tax and registration fees. No questions regarding California emissions ever came up.
