It's a diesel that does not have a SMARTY on it... J/K It's just saying that it's good for the planet, thats all.

Blue-Tech is the Mercedes technology Diesel Particulate Filter/ regeneration system that the new Dodge Cummins equipped trucks have. All three manufacturers have some version of this afterburner type system on their diesel models.
