5.9 with EGR smoking BLACK. Why?

5.9 with EGR smoking BLACK. Why?

I have a 2006 F650 with a 5.9 common rail with EGR. It wont pass emissions because it smokes black A LOT. Runs good. fuel and air filters are ok. Turbo seems ok. NO check engine lights. The only thing that is odd, is when you rev it up, when it comes down, it seems to chug. or have a few hiccups as the RPMs drop. and when it gets down to idle, it seems like to drops to below normal idle speed and pops back up to normal idle. Leaning towards pulling injectors and sent out for test.
Suggestions?

Sounds like a FCA on the CP3. Another thing to check is the rail pressure.

I'll look at FCA. Can it be Ohm'd?
I don't have scanner for this truck.
It doesn't have OBD2 port.
